MAJOR STREET 2015 METRO CALL

RECOGNIZED AS A 2022 APWA PROJECT OF THE YEAR
RKA Consulting Group provided design and construction management services to the City of Pomona for the 2015 Metro Call Major Streets Project. The project included a wide scope of "Complete Street" type improvements on numerous streets throughout the City. Outside agency coordination on the project included Caltrans, and Cal Poly Pomona. Grant management and staff support to complete reimbursement for the project were also part of the services RKA provided on this project. The streets covered by the project scope were generally classified as major collectors up to major arterials and included paving restoration, striping and pedestrian improvements. A notable feature of this project included the full reconstruction of an approximant two mile portion of Valley Boulevard, including portions that front the Cal Poly Pomona Campus. The roadway reconstruction utilized Full Depth Reclamation along with other strategies to minimize construction phasing impacts, and facilitate sustainable re-use of existing materials present in the roadway. A bi-directional Class IV cycle track, including bike only traffic signal phasing was also a feature of the project to help expand active transportation options and connectivity to the university campus and neighboring residential communities. Change orders on the project were within the typical 10% range, but did include a number of added scope items initiated by the City that were held back from the original bid scope pending funding availability. Additional working days were also awarded for added scope and material delays outside of project team and contractor's control.
