RKA Consulting Group served as the lead consultant for the design and construction support of the G6220 Community Development Block Grant (CDBG) Alley Rehabilitation Project, located between Ninth and Thirteenth Streets, north of Chino Avenue in the City of Chino. This project aimed to reconstruct and rehabilitate deteriorated alleys while improving ADA accessibility at alley intersections.

Leveraging experience from adjacent prior work in the area, RKA took a comprehensive approach to design, beginning with as-built research, utility coordination, and field verification to develop a full understanding of the existing site conditions. The project’s goal was to implement mill-and-overlay pavement solutions where feasible while identifying alleys that required full-depth reconstruction, particularly in areas with poor surface drainage and flowline distress.

RKA conducted detailed field investigations and coordinated a topographic survey with Kelsoe & Associates to capture all critical features within the project limits. Additionally, Converse Consultants provided geotechnical coring and subgrade evaluation to inform the most appropriate pavement design solutions across the 14 alley segments.

Design challenges included:
  • Integration of ADA-compliant alley intersections
  • Drainage profile adjustments to reduce ponding
  • Relocation of streetlight poles and encroaching walls/fences to achieve compliance
  • Modified designs at intersections adjacent to driveways requiring combined access and ADA path-of-travel improvements
RKA’s services included preliminary and final engineering, cost estimating, constructability review, and bidding support. At each milestone (30%, 60%, 90%, and 100%), RKA submitted updated construction documents and cost estimates, conducted design review meetings with City staff, and provided responsive turnaround on RFIs and contractor inquiries.
