RKA Consulting Group provided full-service engineering design and construction support for traffic signal improvements at the intersection of Barranca Avenue and Covina Boulevard in the City of Covina. The project enhanced safety and traffic flow by introducing protected left-turn phasing for all approaches—necessitating substantial upgrades to existing signal infrastructure.

RKA led all aspects of the project, beginning with utility research and coordination, including direct communication with Southern California Edison (SCE) to facilitate necessary electrical modifications. Based on existing field conditions and future signal phasing requirements, RKA coordinated the relocation of the traffic signal controller box—a critical adjustment to accommodate new pole placements and to avoid conflicts with existing utilities and SCE infrastructure.

Using a detailed topographic survey prepared by Kelsoe & Associates, RKA developed comprehensive 1"=20' traffic signal improvement plans, striping layouts, and supporting civil design sheets. All designs adhered to Caltrans standards and CA MUTCD guidelines, ensuring safe intersection geometry, ADA compliance, and future adaptability.

In addition to design, RKA prepared technical specifications and the engineer’s estimate, integrating all work into the City’s bid documents. During the advertisement period, RKA provided full bid-phase support—including addenda issuance and RFI responses—to ensure contractor clarity.

RKA also remained involved during construction, reviewing submittals, verifying SCE coordination efforts, and issuing field modifications if conflicts were encountered during installation or potholing.
