FENIMORE AND CALVADOS WATER IMPROVEMENTS

RKA Consulting Group led the engineering design and construction support services for the water main and street rehabilitation improvements along Fenimore Avenue, Calvados Avenue, and Loma Vista Street in the City of Covina. The project aimed to replace aging infrastructure while improving roadway conditions, utility reliability, and service accessibility for surrounding residents.
RKA oversaw the full design scope, including:
- Utility research and coordination with all relevant agencies
- Development of detailed improvement plans for approximately 3,320 linear feet of new PVC water mains (8" and 6")
- Replacement of fire hydrant laterals, valves, air vacs, blow-offs, and water service connections
- Full street resurfacing within the project corridor, tailored to minimize disruption to residents
In partnership with Kelsoe & Associates, RKA directed all surveying efforts, which included aerial control, aerial topographic mapping (1"=40' with 1.0' contours), and field topography to locate visible utility features. The compiled data was used to create a composite base map compliant with National Map Accuracy Standards, ensuring precision and clarity throughout the design process.
To further support the design and construction phases, RKA coordinated with Geo-Advantec, Inc. for optional geotechnical services. Their work included asphalt coring, trench backfill testing, nuclear density gauge monitoring, and lab testing of subgrade and hot mix asphalt to verify compaction, material performance, and compliance with City and AWWA standards.
This project showcased RKA’s ability to lead multi-disciplinary teams and manage technical complexity while delivering practical, cost-effective municipal infrastructure solutions.
