RKA Consulting Group led the professional design and construction support services for the Covina Heights Et. Al. Water Improvement Project—delivering critical infrastructure upgrades throughout the Covina Heights neighborhood. The project focused on replacing aging domestic water mains across multiple residential streets, enhancing water service reliability and long-term performance.
 
RKA managed the full scope of engineering services, beginning with in-depth utility coordination to identify existing underground conditions, reduce conflict risks, and align construction with utility agency schedules. In partnership with Kelsoe and Associates, RKA oversaw topographic and control surveys to accurately map above-ground and record utility features along the proposed alignment.
 
Design tasks included the development of detailed improvement plans for approximately:
 

• 2,440 linear feet of new 16” diameter water main,
•  3,070 linear feet of 8” main, and
•  690 linear feet of 6” main.

 
Plans also included water service replacements, fire hydrant laterals, valves, blow-offs, and connections—carefully laid out to minimize customer service disruptions. RKA developed project specifications in compliance with City standards, AWWA, the Green Book, and Caltrans specifications, and provided an 85% submittal for City review prior to finalization.
 
During the bidding and construction phase, RKA remained fully engaged—providing bid clarifications, attending the bid opening, reviewing contractor submittals and RFIs, and participating in the pre-construction meeting. All RFIs were addressed with timely written responses to keep the project on track.
 
The entire scope of work was delivered for a not-to-exceed fee of $71,950, with the project completed successfully and within budget. RKA’s involvement ensured a smooth process from design to construction support, reinforcing our reputation for responsive, high-quality municipal infrastructure design.
