RKA Consulting Group provided full-scope professional engineering services for the City of Covina’s Colver, Rimhurst, Bridger, Glentana Et. Al. Street Resurfacing Project—delivering technical precision, clear communication, and efficient execution for the rehabilitation of multiple residential streets.
 
The project involved resurfacing segments including Colver Place, Rimhurst Avenue, Ivescrest Avenue, Haller Street, Bridger Street, Glentana Street, Enid Avenue, Vogue Avenue, Janalinda Avenue, and Waterbury Avenue. The improvements featured cold milling and placement of a new 4-inch asphalt concrete (AC) section to restore pavement integrity and extend service life.
 
RKA led the utility coordination effort, securing as-builts and identifying any utility work required ahead of construction. Our team worked directly with agencies to minimize conflicts and ensure a clear path forward before street surfaces were renewed.
 
For the design phase, RKA prepared tailored project exhibits and specifications, including paving limits, deep dig-out locations, ADA ramp replacements, and surface adjustment details for manholes and valves. Given the straightforward nature of the work, design documentation was streamlined using 8½” x 11” plan sheets, maximizing clarity and contractor efficiency.
 
During bidding and construction, RKA remained fully engaged—providing prompt responses to contractor RFIs, issuing clarifications as needed, and participating in both the bid opening and pre-construction meetings. Construction phase support ensured consistent oversight and minimized delays.
