RKA Consulting Group provided comprehensive design and construction support services for the traffic signal improvements at the intersection of Badillo Street and Fourth Avenue in the City of Covina. The project aimed to modernize traffic control infrastructure, improve pedestrian safety, and enhance intersection efficiency—all while maintaining alignment with Caltrans and CA MUTCD standards.
 
RKA led the effort from start to finish, beginning with utility coordination that included securing as-built data and coordinating with Southern California Edison (SCE) for service cabinet installations. During the design phase, RKA conducted detailed site evaluations, created improvement plans at a 1”=20’ scale, and incorporated curb ramp detailing, striping, and minor street widening for better traffic flow.
 
All new signal poles were designed to fit within the existing right-of-way, with contingency planning included in case of space constraints. RKA also developed full bid-ready construction documents, signal timing sheets, and an engineer’s estimate, integrating the plans into the City’s boilerplate bid package.
 
Throughout the bidding and construction process, RKA provided responsive support—including bid evaluations, contractor Q&A, pre-construction meeting facilitation, and review of RFIs and submittals within three business days.
 
The project was executed on a not-to-exceed budget of $45,860 and was successfully completed within budget. RKA’s proactive approach and tight coordination with City staff ensured that every phase progressed smoothly, with a strong focus on cost control and timely delivery.
