RKA Consulting Group led the complete engineering design and construction support services for the rehabilitation of Badillo Street from Lark Ellen Avenue to Azusa Avenue in the City of Covina. The project addressed significant pavement deterioration along this major corridor, with a focus on long-term performance, ADA compliance, and cost-efficient reconstruction strategies.

RKA initiated the effort with in-depth utility research and field coordination to identify potential underground conflicts. To assess the condition of existing roadway infrastructure, RKA coordinated pavement coring and subgrade evaluation, bringing in Sladden Engineering and Geo-Advantec, Inc. as trusted partners. These investigations included asphalt thickness measurements, R-value testing, and comprehensive geotechnical analysis to guide final design decisions.

With field data in hand, RKA developed full construction documents, including:
  • Roadway improvement plans with typical sections
  • Concrete repair layouts for curbs, gutters, driveways, and ADA-compliant curb ramps
  • Updated striping and signage plans in accordance with current CA MUTCD standards
  • Identification of signal loop replacements and other surface restoration elements
RKA also prepared project specifications and an engineer’s cost estimate, updated at key milestones to ensure alignment with the City’s budget. The design emphasized flexibility—evaluating both full-depth reconstruction and selective preservation methods—to maximize value and service life.

During the bid and construction phase, RKA remained actively involved, providing responsive support including bid clarifications, pre-construction meeting participation, RFI responses, and submittal reviews. RKA’s seamless management of the design team and its integration of specialized subconsultants ensured a data-driven, budget-conscious solution, laying the groundwork for a resilient and efficient roadway rehabilitation.
