RKA Consulting Group was retained by the City of Baldwin Park to provide professional engineering review services for the proposed 16-vehicle Walmart Fuel Station development located on Big Dalton Avenue. As part of the City's development review process, RKA was tasked with ensuring that all traffic analysis documentation conformed to the latest state and local guidelines, including the recently adopted Vehicle Miles Traveled (VMT) standards per SB 743.
RKA’s work included a thorough evaluation of the Transportation Analysis Scoping Agreement and subsequent Traffic Study prepared by Urban Crossroads. The scope was focused on confirming that the methodology for both the VMT and Level of Service (LOS) analysis adhered to State law, City policy, and the San Gabriel Valley Council of Governments (SGVCOG) traffic impact analysis guidelines.
Key responsibilities included:
- Reviewing the Scoping Agreement to verify conformance with City and SGVCOG requirements
- Evaluating the proposed methodology for VMT analysis and LOS thresholds
- Ensuring the study addressed Baldwin Park’s recently updated TIA guidelines
- Reviewing the complete Traffic Study for technical accuracy and regulatory compliance
- Providing summary findings and recommendations to City staff
- Participating in follow-up reviews and discussions to finalize the study for project approval
All review services were performed by RKA’s Principal Traffic Engineer, John Leveillee, who was directly involved in the development of SGVCOG’s regional VMT guidelines. His expertise and hands-on involvement ensured that the City's review process was compliant, efficient, and technically sound.
