RKA Consulting Group provided comprehensive civil and building plan check engineering services for the Zocalo Civic Center Complex project in the City of Baldwin Park. Acting as an essential partner throughout the review process, RKA ensured the proposed civic improvements aligned with municipal standards while supporting the City’s goal of an accelerated timeline through phased submittal reviews. This flexible approach allowed the design team to receive timely, actionable feedback without waiting for a fully complete submittal package.

John Leveillee led the civil plan check services, conducting thorough reviews of demolition, grading, utility, street, erosion control, landscape, LID, SWPPP, and associated report documents such as traffic, geotechnical, and hydrology studies. In parallel, Raymond Tao managed the building plan check process, reviewing approximately 70 sheets to ensure all architectural and structural components were coordinated, code-compliant, and consistent across the full plan set.
